Fleet Services has a wide range of vehicles for employees’ business-related college transportation needs. Vehicle requests may be submitted via the online vehicle request form.

Follow the instructions under MCCCD Motor Vehicle Driving Requirements below to become authorized to drive college vehicles.

Motor Vehicle Driving Requirements

MCCCD employees at Phoenix College who drive district-owned vehicles must complete the following requirements:

  1. They must take and pass an online defensive driving training course (link is listed below under procedures).
  2. They must submit to an inquiry by College Police into their Motor Vehicle Record (MVR) Driving History that shows a satisfactory driving record (instructions listed below under MVR).
  3. They shall view the Vehicle Usage Guidelines slideshow (link is listed under Vehicle Use Guidelines).

Once these requirements are met the employee will be notified by Fleet Services that they are authorized to drive college vehicles.

  • Subsequent MVR reviews will be conducted annually by College Police to ensure a satisfactory driving record.
  • Employees must successfully complete the online defensive driving course every three years.

Defensive-Driving Training Course Procedures

Your first step is to register for the Maricopa Community College online driver training course by logging into Employee Learn Center using your MEID and password.

  • Follow the instructions on this Quick Reference Guide to access the MCCCD Driver Training Program.
  • In order to receive credit for completing this course, you must pass the final exam with a score of 80% or better. Your test score will be immediately available, and you may attempt the test as many times as necessary.
  • Send an email to Rose Gilbert in Fleet Services when you have completed the course.

Motor Vehicle Record (MVR) Review

Consent to a motor vehicle record review (MVR) conducted by College Police.

  • Take your AZ driver's license to College Police and tell them you need an MVR review per driving requirements. They will make a copy of your driver's license and will provide you the required consent form to complete and sign. For hours of operation please contact Matthew Verthein, 602.285.7255.
  • MVR reviews are confidential and will be disclosed only to employees with a legitimate need to know this information.
  • Once the MVR review is completed you will receive an email notification from Fleet Services. When you have met all other requirements you will be authorized to drive a college vehicle.

If you have a driving history record that precludes you from driving a college vehicle, Fleet Services will notify you. See Conditions for Disqualification from Operating a District Vehicle (also available from College Police)

Here are the required steps for an employee to become eligible to check out a vehicle:

  3. Send an email to Rose Gilbert in Fleet Services to confirm that you have completed the slideshow review.
  4. Await confirmation.

There are two distinct classifications of carts that are used on MCCCD properties: 

Licensed/Registered and Non-Licensed. 

All cart drivers must meet the following criteria based on the type of cart in use, before operating a cart. 

Non-Licensed Carts:

  1. Complete the online Safe Use and Operation of Utility Carts Training in the Employee Learn Center, every three years.
  2. Each department shall maintain proof that the cart driver has completed the required training.
  3. Await status update from Rose Gilbert/Event & Fleet Services.
  4. Non-licensed carts are to be driven on college property ONLY.

Licensed/Registered Carts:

  1. Employees who drive licensed/registered carts that are driven on public roads must comply with the above regulations plus meet the requirements of Administration Regulations 1.15.6 Transportation and 4.14 Motor Vehicle Usage.
  2. Authorized driver must possess a valid Arizona driver’s license.
  3. Complete the online MCCCD Driver Training Program in the Employee Learn Center, every three years.
  4. Consent to an authorized motor vehicle record review (MVR) conducted by College Police. Take your valid AZ driver’s license to them and request an MVR review. College Police will subsequently conduct annual reviews.
  5. In addition to these District Office requirements, PC requires that you also view the Vehicle Usage Guidelines slideshow.
  6. Await status update from Rose Gilbert/Event & Fleet Services.

• Authorized drivers shall immediately notify their supervisors if and when their driver’s license is suspended, revoked or in the event of a serious traffic violation in accordance with Administrative Regulations 1.15.6 Transportation and 4.14 Motor Vehicle Usage.
